I have 23 check points only active of the 25 check
points. The two in-active check points are process
execution & script blocking. I tried activating them but
with no success. They don't change, and I don't know what
is the problem.
 
I've seen this issue myself on a VPC install. My recollection was that I
fixed it by uninstalling the application, deleting the files in the standard
installation folder (some are left behind) and reinstalling. Be sure that
you don't need any history or quarantine items before doing something like
this.
 
I don't believe so--in my experience this arises simply by disabling one of
these checkpoints. You then find that they cannot be re-enabled.

I believe I have fixed this before by testing which .GCD file in the
installation directory appears to hold the checkpoint settings, and deleting
that file or files. They are recreated--and with default settings. (i.e.
disable another checkpoint or two, observe which files change date/time, and
delete it/them)

This is living dangerously--be cautious if you have items in quarantine you
wish to recover, or settings that would be difficult to reconstruct.
