Reading Password Protected files on drive from old computer

I just took my old drive from my defunct emachine and conntected to a new
Dell via USB. All my old files are in My Old Disk Structure but I cannot
access them. I
know from reading other posts that this is because they were password
protected but the solutions so far do not work. They tell me to go to the
folder
then go to Tools Folder Options then click on the View tab. I am supposed to
de-select the box for simplified sharing which is not there. Also
they say to take ownership of the file but in the properties for any folder
there is no security tab. I can't copy or otherwise use the file. It just
keep saying "access denied". Is there any other way I can regain access to
these
files?

Sounds like you're running Microsoft Windows XP Home Edition.
You
must start the computer in safe mode, and then log on with an
account that has Administrative rights to have access to the
Security tab. To start in Safe Mode, reboot your computer and
start tapping the F8 key as soon as you see anything displayed
on the screen. Keep hitting F8 until the Advanced Startup
Options menu appears. Use the up and down arrow keys on your
keyboard to select Safe Mode. Hit Enter. Once the computer
starts in Safe Mode. Log on with an account that's a Computer
Administrator or the built-in Administrator account. Now when
you right click a folder, the Security tab should be available.
