reading order property

Using MS Access 2002 in Windows XP.

Anybody know anything about using the reading order property? Is it intended
to make the letter order reverse? I played with the settings in the Property
window, but it didn't seem to have any effect.

How is this property used?
 
I think it is ignored except when using languages such as Arabic that
normally read right-to-left.

The spammers and script-kiddies have succeeded in making it impossible for
