Reading NTFS partitions with floppy

As vista installs on NTFS partitions only , is there a way to
boot from floppy and view/modify files and dirs from a floppy disk ?

Not natively -- However, you can boot from Vista's install CD and use
the recovery interface as needed.
 
No on the floppy boot to access NTFS hard drive.

As other poster noted, one can boot from the Vista DVD, select recovery,
open a command window and view and modify (depending on file type) files and
dirs from the Vista install DVD.
