Reading Mime: 7 bit amr file

A friend sent me a digital amr file.
It is encoded into the outlook message.
Is there a way to decode this?

It starts:

What version of Outlook? What version of Windows? Was the AMR file not
shown as an attachment?

sounds like it you are seeing the encoding in the message body - that often
means its uuencoded, not mime. without seeing the rest of the thread (since
it was trimmed from this message) I don't know what you've tried already.

There is a problem with Outlook 2003 on Vista when HTML messages are
received via Bcc. Outlook shows the raw MIME. Microsoft has been told
about the problem, but I'm not sanguine about it being fixed.
