Reading files downloaded from Internet

Everytime I download a file from the internet that displays text, it comes back in computer form with all the numbers.
How can I change this so I can see the actual text.

You might want to say something about *how* you are downloading this stuff
and what do you mean by "all the numbers"?
You can download the webpage by clicking "File>Save as" in the toolbar
menu.

For not giving more info. When I wish to look at info listed on a web site that provides text, the window pops up
File Down Load. Lists file name & asks if I want to open the file or save it to my computer. I chose to open the file
Then the window opens with word pad and there is no text just 0's and other #ered text, nothing I can make out as to what I was looking for.

choose save and save as a txt file
 
I did that and it still has nothing I can read, just #ers and 0'
still no writen info

Hi Jim,

There are a lot of ways to store/display text. The next time you want to download that text, chose 'Save as'. Note the extension
of the file (3 or four letters after the period (.) in the file name), this will help us to figure out what type of file it is
and what program you need to open it up. It sounds to me like you may also need to check your file associations (We'll do that
once we know what type file you are trying to download).

As an aside, you may also need to go to [Start] > [Settings] > [Control Panel] > [Folder Options] > {View} and un-tick 'Hide
extensions for known file types'. If you do not do this, Windows Explorer will not show you the extension of the file you are
downloading.
