That depends on what you mean by "read" a program.
All versions of Windows can read files that are stored on other
versions of Windows.
If a program is written specifically to run on XP, it probably won't
run on 98. However, a program written specifically to run on 98 can
run on XP using XP's compatibility mode, where it acts as if it's 98.
