Read Receipt - Permission Error

I have a user who receives the error: "Can't open this item. You do not have
sufficient permission to perform this operation on this object. See the
folder contact or your sys admin."

The user, user 1, has added a mailbox, mailbox 1 to her profile. She has
reviewer rights on this mailbox/folder so she can open messages sent to
mailbox 1 from other users. Just recently, messages sent to mailbox 1 from
user 2, produce the above error when she tries to open the messages. I
discovered that user 2 has the Read Receipt requested option set to all his
sent messages, thus this feature appears to cause the permission error. When
user 2 turns off Read Receipt requested user 1 can open the messages and read
them without error. The Read Receipt option appears to cause this error for
those with review rights. Additional rights allow users to read the messages
without error.

I don't understand why Read Receipt would cause a permission error for a
client with reviewer rights.
 
Because the read receipt needs to be sent, which a reviewer cannot do.
