I work with Office 2003 and would like to send some secure information to a
recipient. Using the read receipt feature, I would like to create a
statement that obligates the recipient to acknowledge and proctect the
attached information. Is this possible or is there some third party solution
for this. Advice sought

You have no ability to control the content of the receipts, as far as I can
tell, and if you did, I can well imagine they'd break.

A *request* for a read receipt is nothing more than the addition of a
header in your outbound e-mails. If you want to include instructions
to the recipient then do so by putting those instructions in the body
of your outbound e-mail.
