They are not read-only. Notice that the read-only flag is gray,
not black. The gray means "not applicable." The read-only
attribute is not used for folders.

The problem is that I can't change it.
If I clear the box, then apply to all sub folders/files, then
recheck it, it shows up as read only again.

read the Microsoft page I (and Shenan) pointed you to?
