They are not read-only. Notice that the read-only flag is gray, not black.
The gray means "not applicable." The read-only attribute is not used for
folders.

My Read Only Property is a square with a Green fill.
It is the standard Read Only property.

The problem is that I can't change it.
If I clear the box, then apply to all sub folders/files, then recheck it, it
shows up as read only again.

That's normal behavior. Just igmore it. It doesn't mean anything. Did you
read the Microsoft page I (and Shenan) pointed you to?
