That is what I'm trying to accomplish.

How come then you can set permissions to allow certain people read-only
rights. If you can set it read only by that method, certainly there
must be a way to set it read only if someone is in it?


The read-only permissions to the folder are assigned when the user logs
in. They can't be done on a dynamic basis because the system doesn't know
who has what item open at any given time. In other words, there's no way
for it to know that you have that task item open so there's no way for
it to deny access to the other user based upon that criteria.
What you COULD do, although it's a kludge, is move the task item to your
local tasks folder before you open it, then work on it, then move it BACK
to the public tasks folder afterwards. That way the other users won't
even see the item in the public folder while you're working on it, then
they can't open it. If you're a talented VBA programmer you might even
be able to write a little code that automates that process for you somewhat.

Tasks in the All Public Folders area: If I open a Task up, I want it to be
read only to anybody else who opens it. How do I accomplish that.

I'm trying to avoid these conflict errors.

There's no way for Outlook to tell Jane, "Joe has this task open, so you can
open it only in read-only" mode, if that's what you're asking. It isn't a
file, like a Word or Excel doc...there's no version control, just conflict
notification.
