All files and folders under the root of an NTFS partition show as Read Only
when viewing the attributes of the file or folder. This does not change the
way that the files are accessed though, for example, if a file needs to be
modified, you can without any problem.
Also, you can checking the "Read Only" box but within about 10 minutes, the
attributes revert. Removing the Read Only attribute a number of different
ways has produced the same results.
User account used was Administrator or the local computer and was also tried
as a Power User. The computer is NOT a member of a domain and there are no
security policies applied.
