I am wanting to turn on the setting that requires a user to send a read
confirm when one is requested, but also allow the user to decided if they
want to request one. This will need to be done throughout the network. I
have a group policy but it will not allow the user to make one decision and
not the other.

Any ideas?

Matt, I frequently receive messages with a read confirmation and am prompted
whether I wish to reply. I choose no and procede to read the message.

They are an absolute pain as the receiver. I always ignore that rubbish and
read the message. If the inconvenience continues the messages are filtered
to the correct place for such annoyances.

(That is the bin).

I particularly get a charge out of reading the message (preview pane marking
as read turned off), then deleting it, knowing that the sender will receive
a "message deleted without reading" if I allow the receipt to go out. hehe!
