I have two computers (running Windows 2000) and one cable internet
connection connected to a cheap 10Mbps hub. The connection between them is
very slow, but the internet connection to both is as fast as it ought to be.

Downloads from the internet onto either computer often exceed 200 KB/s (aka
1.6 Mbit) and top out at 500 KB/s (4 Mbit). However, to copy a file from,
say, computer A to computer B goes about 35 KB/s and a copy from B to A goes
about 200 KB/s.

It makes only a slight difference whether the copy is initiated from
computer A or B; in other words, if I copy from A to B while sitting at
computer A, I get a similar speed when copying from A to B while sitting at
computer B.

When copying a file, regardless of the transfer direction, the hub's
"collision" light flashes constantly. However, the collision light flashes
very rarely during an internet download.

What could be wrong? Suggestions?
It sounds like autonegotiation of the duplex setting isn't working
right. Try setting half duplex manually.

Thanks! I set computer B under Local Area Connection / Configure / Advanced
/ Value to "10 Mbps Half Mode" and now all is well.

First go into your NIC in each system and fix the speed to 10 Mbps and
duplex to half. Autosense doesn't always work correctly with older hubs.
Collisions light are normal for half duplex. Splurge under $50 and get
yourelf a cheap switch. It sounds like you have different brands of NICs.
Check the receive buffering and make sure both are up to date with their
drivers.
