Is there any way to re-send e-mail that has already been sent. I have had
requests to re-send an e-mail but haven't found a way to do it without
creating a new e-mail and sending. I have tried to copy from sent folder to
out folder but thats not an option.

You can always Forward it. That's a bit easier.
But I would still prefer a "Edit As New" option, like Thunderbird has.

Here is an old Outlook Express trick that might work:

Do a File, Save As of the message to an EML file (or drag-and-drop from the
Sent Items folder).
Open the EML file in Notepad and add the line:

X-Unsent: 1

to the message header (after the DATE: line is a good spot). Save the file,
then double click the EML file from Windows Explorer. You can now modify
and send the message.

While this worked well in OE, I have not tried it under WM; in theory, it
should work with WM also.
