It appears that you have a mismatched localspl.dll / spoolss.dll pair. What
SP number do you have? Have you installed any printing QFEs?

What are the timestamps and file versions for spoolss.dll and localspl.dll?
You can get this info from explorer, right click on the file, select
version, and then file version.

I'm running SP 4 with two hotfixes I received after being on the phone with
MS tech support for a long time for some terminal server issues we were
having. The problemed was resolved without installing the hotfixes, so it's
possible I could probably uninstall them.

The hotfix which changed the localspl.dll & spoolss.dll is 822384. Other
hot fix that was installed is 818383. I cannot uninstall 822384 without
uninstalling 818383, which again, I'm not sure that it would matter. I did
find 820550 just now which looks like it describes my problem, and that I
need the "free x86" version to fix my problem.

I'm working from home today, so I may call MS PSS tomorrow when I'm in the
office for this hotfix.....assuming that would be the correct way to go.

Let me know if you think that would be the case.

Yes, I think that the free x86 version of 820550 should fix the problem. The
QFE contains a matched pair of localspl.dll / spoolss.dll.

Here's sort of an update.

I extracted the correct version of the spoolss.dll out of the 324446 hotfix.
So that fixed that issue, and I was able to install the printer. However
for some reason the epson stylus 3000 printer driver has issues with those
versions of files. So I uninstalled the 324446 & 818383 hotfixes,
reinstalled the printer, and everything seems to be working for the time
being. We'll be watching to see if we caused any problems by uninstalling
those hot fixes.

The following worked for me when trying to add a printer, the print spooler starting then stopping after a few seconds (Win2K, sp4, hp printer):

ERROR: "Printer operation cannot continue due to lack of resources. The print subsystem is unavailable"


HOW I SOLVED THE ISSUE:

Step 1: IMPORTANT: Back up your registry, just in case.

Step 2: Clean printer drivers using the following link:
http://members.shaw.ca/bsanders/CleanPrinterDrivers.htm

WARNING: Be very careful using regedit - if you delete the wrong things, you may render your computer inoperative! If you are not confident, use the cleanspl.exe Resource Kit.

Step 3: Download Microsoft Hotfix 820550:
http://support.microsoft.com/kb/820550

WARNING: Back up your system before you download (registry etc.), just in case.

Step 4: Plug in your printer and reinstall the software, you should be able to print a test page and it should work!
