Create this *.reg file and merge

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
]
"DisableRegistryTools"=dword:00000000

[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Syste
m]
"DisableRegistryTools"=dword:00000000
 
That reg file should have worked. At any rate, try the Group policy editor
%windir%\system32\gpedit.msc
User Config\Admin Templates\System\Prevent Access To registry Editing Tools
= "Not Configured"
