RE: MSSPC.ECF Issue on Outlook 2003 Startup...

As Brian stated, this is related to Schedule+ functionality which has been
depreciated and replaced in Outlook 2003. If launching Outlook in safe mode
does not work for you or you find it easier to edit the Windows Registry,
then look in MS KB #167264 for instructions on how to remove the entries for
this extension from the Windows Registry.

Also check out the KB article referenced at the bottom of the 167264 article
-- you may also need to delete the Extend.dat file on your hard drive within
your Windows %USERPROFILE% folder. It's easiest to search for this file and
make sure that you include sub-folders and hidden files and folders in the
search. Of course, Outlook needs to be closed and unloaded from memory when
you implement the fixes MS recommends.

Please note that although the KB article references OL97, it still applies
since it is the *.ecf add-in reference that is causing the issue.

I've been on this one for a while now and am just about at the end of my
rather long tether...

A client recently installed Office Standard 2003. All programs were working
fine up until about 3 days ago when Outlook just stopped. Nothing on his PCs
configuration changed - it just simply 'packed it in'.

Upon loading MS OL 2003 we receive 3 messages:

MESSAGE 1:
The extension configuration file "C:\Program Files\Microsoft
Office\OFFICE11\ADDINS\msspc.ecf" could not be installed. There is an error
in the syntax or format of the file.

MESSAGE 2 (More or less the same as the first):
The extension configuration file
"C:\PROGRA~1\MICROS~3\OFFICE11\ADDINS\msspc.ecf" could not be installed.
There is an error in the syntax or format of the file.

MESSAGE 3:
Cannot start Microsoft Office Outlook. Unable to open the Outlook window.

Outlook then completely shuts down. We can't even get the inbox up, let
alone get in to disable the extensions...


SO FAR I'VE TRIED...

1. UNINSTALL/REINSTALL
Two complete uninstalls and reinstalls of the MS Office Standard 2003 Suite.
The second entailed a manual sweep of the PC (that took a while) to remove
anything associated with MSO 03, plus a registry scan to remove any
components of the old program.

2. MS KNOWLEDGE BASE
I have exhausted every possible procedure from the MS knowledge base,
including attempting instructions designed for a similar problem that
occurred in Office 97 and Office 2000. I restored the offending file from
the original installation disk which also made no difference. Oh - and I
tried deleting extend.dat too.

3. GOOGLE, ALTA-VISTA & YAHOO
I have exhausted every possible procedure available by searching for
"outlook 2003 wont load", "outlook 2003 start error", "msspc.ecf" and the
actual error messages themselves. The conclusion I drew from the forums I
looked at is that this is a problem that few have success with...

4. REGISTRY FUN
I have also attempted to remove any trace of the offending components from
the registry (this took a while too) with no change in results. I have
since restored the registry to it's original state.

5. USENET HELL
I have exhausted every possible applicable procedure available across almost
every outlook thread I could find (including this one). Again to no avail.


ANY HELP WILL BE APPRECIATED

I'd really like to avoid a reformat, so any help or advice that can be
offered will be very much appreciated. I have listed some extra details

I had performed the procedures in both articles prior to posting and neither
were successful. I had found several posts on tech forums with a similar
suggestion, and found that others had tried will little success also.

MSSPC.ECF issue question

did you ever find a resolution for this issue? I am seeing the exact same scenario with all of the same conditions on a computer. I would like to find out if there is a way to resolve this without formatting the hard drive & rebuilding the system. Thanks.
 
Possible Solution

I dealt with this issue at a client site. In their case it was actually a two stage issue. First the ".ecf" file referred to MSSPC32.dll that was not installed. I copied inthe dll from another system and got the "Could not open the outlook window" message. Referring to microsoft support found the true culprit. Application compatibility had been set for "Windows 95" on OUTLOOK.EXE itself. The MSSPC32.DLL is the "older" implementation of "Schedule Plus" which is not used in Outlook 2k and 2K3. With OUTLOOK in compatibilty mode, outlook tries to invoke the old SP used for compatibility. In this case of course, the support files were not installed. Cleasring application compatibility resolved the issue entirely.
