Re-mapping keyboard?

My granddaughter uses a Sony laptop which has two dead keys, Escape
and Delete. Sony want and arm and a leg, or two arms, to replace the
keyboard, but this is an old machine, Win 98, and hardly worth a hand.
Is there some software that can re-map the keys so that some less
important key can be used for these functions? I seem to remember
having something like this many years ago but can't remember much
about it.

I don't know about anything for W9x.
MS has released "Microsoft Keyboard Layout Creator", but the OS requirements
are Windows 2000, XP or Server 2003.

I tested this, remapping the <`> key to <Delete>, and it worked on
Windows 98 SE. The program creates two key config files. You must run
the program on a computer with working keys, then transfer the saved
key config files to the computer with non-working keys.

And another:

This page has a local copy of ZDKeyMap (from 1997) for download as
freeware. At the time the page was created that may have been true,
but I believe it no longer is because the magazine now requires
subscription before allowing downloads.
