Re-installing Windows, then accssing old files

My copy of windows messed up when my power supply shorted out, so i
re-installed it with no problem. Now that I had to create my username all
over, my files are no longer available to me. I had them encrypted with
windows and set to private, and I need access to the security programs I had
in there to re-install some programs.

Did you have them ENCRYPTED or did you just have them protected withj
file/folder permissions?

Do you have Windows XP Professional?
If not - then you did not natively have them encrypted.
If you do/did have Windows XP Professional - then it is possible you had
encryoted files - but using the key/certificate you backed up using the best
practices for using the Encrypted File System - you should have no trouble
gaining access to them..

My guess is - however - you did not have them encrypted at all.
My guess is that you are getting the message (but did not include it in your
plea for help for whatever reason) of "Access Denied".
