(Re)Installing IE6SP1 set-up?

I'm told that you can actually download the entire package and re-install
everything by doing the following...(without having to be online)
1. Download iesetup6.exe file
2. Run command: "C:\ie6\ie6setup.exe" /c:"ie6wzd.exe /d /s:""#E"
(only tried this on Windows2000)

Seemed simple enough...except, well, I thought I could just "cheat" a little
by just going to the previously Windows Update Setup files folder which I
havent erased yet (I figured this must be the "installer" when I previously
downloaded it coz it's like an 11mb file) and well...use it to "re-install"
IE6 SP1 offline...but to make a long story..er even longer...it wasn't :(
and I still had to connect and update it...)

So was I "missing" something from the instructions above?? Is there really
an offline, stand-alone installer copy of IE6 Sp1???

The IE6Setup.exe is about 480kb...but the entire Setup Folder along with all
the .CAB files is approx. 11mb (the entire IE6SP1 setup i supposedly
downloaded right?)...how come it didnt work?

I was just thinking if I re-download the entire thing (for all Windows
version)..about 50mb..if it's really worth it...i mean, it'd be cool to have
an IE6 installer ...much like Netscape 7
