re-installing dvd decoder

I have a complete movie maker in my computer. There're 2 users on it. Me and my husband. It used to work perfectly well, but somehow, the window movie player on my husband needed a decoder, but mine works well
 
Have you set or installed the dvd decoder for only the one user or all
users?
