Re-Enabling System Restore

I turned off system restore to shrink my boot volume. Now when i've tried to
enable it, i get the following message in a system protection dialouge box
"Could not create the scheduled task for the following reason: Cannot create
a file when that file already exsists. (0x800700B7)."
AV has been disabled. i can create other scheduled tasks.
how do i fix it ?
 
it’s a 300 gb drive, the system partition is 220 gb with 150 free space, the
new partition is 80 gb. I don’t think space is the issue it it’s seem to be
an issue with the Volume shadow copy services.
