It was turned off via customization tool during installation. Am
looking
to
see if there is registry setting to re-enable or , if not, is it
possible
to
rerun installation with new setup file to fix it. If reinstallation is
solution, I assume we should uninstall first and then reinstall. Do we
need
to do anything else. I have found that in some cases this still leaves
some
settings in profiles/registry which might still not get changed.

You disabled it using GPO? Check the Outlook adm file and look for a
key
that turns it off.
