Re-enabling Disabled CD-RW Drive

I've recently bought a computer with a CD-RW burner in it. There is no previous OS, but immediately upon starting up with Windows XP, I found that the burner was disabled for some reason. It still opens, and closes, but refuses to read anything. It's LITE-ON LTR48327S and the device manager won't to re-enable it; giving (Code 22) as the reason for the device not working in properties. Any help in getting it to function would be appreciated.
 
For nearly three years now I have lived with the fact that my Liteon R/WCD
won't work unless I make sure that my printer
on LP1 (a Brother laser) is switched off before the computer is switched
on.. After that you can switch the printer on and off as often as you like.
( I now time-switch all the external devices after the CPU autoswitches on)
When the problem first occurred I posted the problem here and waited but no
solution was suggested then and I now accept it as an MS XP quirk.
Try switching all your peripherals off (or disconnecting them) and see if
the CDR/W works. 'Re-set' ing is not good enough it must be a system power
off/on to recover the CDR/W capability.
