How do I RE-download Outlook? I have re-booted my entire computer using a
system startup disk. Of course, Outlook was wiped out.

How can I re-download it again without having to pay for it all over again?

Get it again from the people from whom you got it the first time.
 
FWIW if you download a program, you have to save that installation file,
together with key that was mailed to you and any receipt, in order to have
the ability to reinstall when your PC goes west
