? re: desktop shortcut icons

Most icons on my desktop show their generic version but one refuses to do
this and shows the default Internet Explorer icon (it used to show
properly). I tried fixing it with TweakUI - no go. Why is this?
 
They are .URL files and the "P" icon is a favicon. The favicons are lost when the temporary internet cache is erased. There is a third-party utility called FavOrg which can preserve the site specific Favicons. (no longer a freeware)
