re-cycling power

I have windows xp installed and this works well, except
when I withdraw the plugs in the event of thunder storms.
When I start up the system up again the start up
procedure seems to go in a loop, after waiting for a few
rounds of this and realizing that this is not going to
stop I hit the on/off button, I then get a normal start.
As I said this only happens when i take out the plugs
from the mains supply. does anyone have any ideas about
this problem.tks Martin
 
buy a good surge protector so you dont have to unplug it

Replace the battery for the BIOS.

I suggest getting some sort of Power Surge protector or even a UPS.
