Yet another post eaten by the Internet... rdpclip.exe is just the name of the application, but in the Terminal Services Configuration, Group Policy and exch user's accoount it's referred to in the local devices section by "Disk Drives". RdpClip allows you to copy and paste files between a terminal session and client console session
Disabling this might make you unpopular if users rely on this for work, so you might identify which user's instance of rdpclip.exe is sucking the server's resources, before disabling it for everyone You could set a cap on certain program's CPU usage or lower it's priority or set it's affinity with products like Relevos, TScale, TMuLimit or Windows Resource Manager (Enterprise & DataCenter editions). If so, I cannot see anything in there about rdpclip or the like
You also mentioned GPOs - where in the GPO is there a reference to rdpclip
