Before telling you how to disable something, we should know what problem you
are trying to solve. If this is in response to RPC shutting the system down
each time you boot, you have the blaster worm and need to rid your system of
it to resolve this issue:

Why would you want to do that?

If you are running into constant restarts from RPC, check for the Blaster
worm.

To stop the auto shutdown:
Use Start> Run and type in
shutdown -a
to abort the shutdown.

Or you can use Administrative Tools> Services and change the recovery
setting from restart the computer to "take no action" or "restart the
service."
