Raw Write to CD????

Is there any way I can raw write data to a cd? I've tried
using other programs (like nero) that have built in
features to do this but for some reason they won't actually
write to my drive. I can write just fine using the built in
drag n drop method in file explorer but it's formatting the
files when I do that instead of transferring the raw data.
Any help would be much appreciated.

it does not format the file it formats the CDRW
I use INCD from Nero and I format the disc and then drag and drop

The files I'm trying to copy are ISOs and when I write them through nero and then pull them to another computer, the other computer won't read them (or the original computer for that matter). I know about rawwrite for dos but to my knowledge that will only write to floppys. So if windows is unable to raw write to cds on it's own and I do have to use Nero, any suggestions as to why it's not writing to the disc? From the software's perspective it looks like everything went through successfully. It starts the test, progress bar moves up. It starts the actual write, the progress bar moves up. When it's done it says the files were written successfully but it doesn't eject the cd and if I open the cd, it's blank. The cd wasn't even locked by the burner so I can still write other data to it. I know it's not the burner because I can burn data to cds without difficulty using XP's built in utility. Nero's settings look like they're pointing to my cdrw drive. I'm lost! lol. Thanks for the suggestion though!

Normally one does not "copy' an ISO file to a CD. Instead, you use the ISO
file as a source of data to make a CD, just like you might use a list of
files. This is because the ISO file is an image that someone else made of a
CD, and so has to be treated specially. Look for some option like make CD
from image or similar.
 
In my Nero 5.5.10.54 it is File-> Burn Image...
Then you choose the ISO file you need to burn (default file extension is
*.cu, *.bin etc, change that and find the *.iso)
