If I produce a Raw scan with software X from a Scanner Y will it be the
same format of a raw scan produced from software A from scanner B? Would
one be able to process the raw scan produced fromt he X Y combination
with software A?

That's a broad question. You generally get software included in the
purchase of any device capable of producing raw files. Alternately you
can buy software that is intended for any device, like Hamrick Vuescan
for all types of scanners. (I believe it also processes raw from other
sources like cameras.) Software image viewers like ACDsee have plug-ins
for many digital cameras. Most people use the software that comes with
their device because they've paid for it, until they learn it's limits.
What is your goal?

If someone sends me the raw scans produced from a Nikon scanner/software
combination will I be able to process those raw scans with Vuescan or
with the software from another scanner?

VueScan allows to read TIFFs and JPEGs, so from there it depends on
what you want to do.
