RAS connections through a phone system

I have RRAS configured and all seems to be working except for unusually low
connection speeds, i.e. 12kbps-19kbps. The calls are routed to the RAS
server via our phone system. Does anyone know how/if the phone system can
affect connection speeds?
 
When the modems connect, they negotiate the speed depending on the phone
line quality. But 12-19k seems low. I have only seen that on poor quality
rural phone lines when using modern hardware.

Do you think that the physical path "through" the phone system could be
slowing it down?
 
This is absolutely the case. If the phone line is going through a PBX, the connection speed will be severly impacted. Get a
direct line which bypasses the phone system and the performance will greatly improve. Again, all that you should expect is 33.6
unless the other end has a PRI and digital modems.
