After Conecting to the RAS server win2k.
From the Client WinXP computer the IP Address of the
server = 169.254.0.199 and the client IP Address recieve
was = 169.254.113.87 and the ras client cannot browse the
internet and Office LAN but can ping the server and the
other workstation in the office.

You're just missing one setting on the clients
configuration.

Right click My Network Places & right click for Properties
Select the VPN connection & right click for Properties
Click the Network tab
Select Internet Protocol(TCP/IP) & Properties
Click Advanced
Deselect 'Use default gateway on remote network'

This should take care of things for you.

Allocate a pool of addresses for your server to use for remote access.
The 169.254 (APIPA) addresses are used if no pool or DHCP is available.
169.254 addresses do not receive a default gateway, so routing is very
dicey!
