Is there a formula in Access equivalent to the RANK
formula in Excel? I can't seem to find anything in Help,
but I know that sometimes Access has the same expression
with a different name (i.e., Text in Excel is Format in
Access).

If not, does anyone know of a way to get a rank field to
appear?

No, there's nothing built into Access that will do the equivalent.

Perhaps if you explain what you're trying to do, someone will be able to
suggest an approach.
 
In any given field, I have a digit for 164 rows of data.
I am trying to find the percentile a specific row falls
into in relation to the total. I don't mean the percent
of the total, but rather whether it is in the top 80%, for
instance.

In Excel, I was ranking the items, then dividing the rank
by the number of items. In that way, the number one item
was 100%, the number two was 99.4% and so on.
