I agree that the popup is contradictory.
If something like this appears at seemingly random times, either there's a
bug (not impossible!) or something going on that you'd want to get to the
bottom of. Since I don't see this kind of popup, although I've heard of it
here before, my bias is towards wanting to get to the bottom of it--i.e.
strange as the wording is, I don't think this is an outright bug, and it'd
be good to know what is triggering it.
Do I take it that you've done at least a full deep scan in normal startup
mode and believe that your machine is free of spyware?
A number of pieces of spyware and some worms or viruses seem to do things
with this file.
