Random IP address assigned to Remote Connections

We are attempting to design a dial on demand configuration for our remote
sites that use modem as a backup connection. When we test the connection to
these sites, it gives the remote site an IP address of 192.168.23.254. I've
gone through the RRAS settings and the setting for the interface and have
made sure that I have the static address I would like, but it always gives
the site a random address. How can I troubleshoot this and correct it to
give it an address I would like to give it.

Usually you configure the IP manually on the INTERFACE
(on the remote office side).

If you are using RRAS on the remote side this is in the IP
tab of the properties, buried a dialog page or two.

If you use the "client style" Dial-Up connection on the
remote side I believe there is a button called "Advanced"
but this depends a little on the exact OS version.

In any case you end up on a dialog that looks almost
exactly like a NIC -> IP properties page.

If the "server side" allows the client to choose it's
address then this will prevent the client from getting
a RRAS address pool value or DHCP obtained value.

Generally, all this is slightly easier to manage if the
remote side is using RRAS itself (rather than client
side Dialup Connections.)
