There are two methods I can think of off the top of my head.
One way is to create a series of "rain drop" streaks with a repeating and
concurrent motion paths. To make this seem more realistic, you will need to
vary the speed, transparency, and size of the streaks according to the
apparent distance from the viewer. This is somewhat time consuming and may
run poorly on slower machines.
The better choice would be to build of find a rain GIF file. GIF images can
store animation and transparency so would make the perfect format for an
overlay on the slide's rain area.
