Can I listen to music or talk radio stations on my PC without paying for
some added program....or paying for the music? I am not looking to record
or save the stations.

If you know of some streaming radio stations (most of them do stream their
stuff) on the web (web page) --> sure.

Hello, You can, here are three, there are many more links, use Google.
Sometimes they need a little work to find good streaming stations.
They may use different methods thru a browser and a media player.
