radeon /monitor off :( display is only on tv

The problem is

When I boot windows installation, monitor turns off and display in only on
tv. Max resoultion on my tv is 640x480 and everything is mixed up. I want
monitor as my primary display not TV.
To install windows i have to unplug my radeon, and plug-in my old geforce.
I tried to unplug tv-out cable... nothing ..
monitor wakes up only when ati drivers are installed :( what's wrong with
this radeon ?

configuration:
AMD Athlon XP 1800+
Gigabyte nForce2 400
Radeon 9600

Turn off the PC. Unplug the TV cable from both TV and Radeon. Power on the
PC. If problem persists, return the card (hope your warranty is still
valid).
