Radeon 9600 hangs?

My problem is that my machine frequently hangs when display card should
change display mode..

Also i can't seem to change refresh rate from 60Hz. I can select another
refresh rate from disp properties but it doesn't actually change it (disp
properties thinks it's changed but my monitor tells it's not)

I have :
Connect 3D radeon 9600
amd athlon 1400 (not XP, but older one)
Jetway 867AS-H mobo with Via KT266 chipset
Win ME
Latest drivers from Ati and Via + latest Direct X

Any help would be appreciated

Have you tried some drivers from here,

and a different set of 4 in 1 drivers?
