I have a Gigabyte card based on the Radeon 9200 that has the standard vga
connector and the dvi port. The manual shows the dvi being used for a flat
panel in digital mode or with the adapter analog mode. Unfortunately I do
not have a flat panel, but I do have an extra crt monitor, so can this be
installed too? If I understand this correctly, you should be able to have
different apps open on the different screens. Will this work like this or
is it time to go-ahead and get the flat panel?

It will work great. Dual monitors are very common. Your card was designed to
supports this. It takes a few minutes to figure out how to enable second
monitor, then select second monitor and "Extend windows desktop on this
monitor". Windows will support many more monitors is you add extra video
cards.
