QUOTATION MARKS APPEARING ONLY IN PAIRS

I have recently purchased a laptop. It might be a general problem but I can't
seem to find its solution whenever I type the character ' or '' it won't
appear unless I type something ahead. If the following characters are typed
after ' they turn to similar Greek/French sort of characters a, e, u?

Your help would be obliged in this regard.

It's due to the keyboard type that you have selected, probably you are
using an International keyboard layout. The purpose of the "double
keystroke" is to permit the use of accents when you type, for example é
or à. Check the input language keyboard layout at Text Services:

Control Panel> Regional & Language> Languages tab> Text Services & input
languages. Click on the Details tab to view/change the keyboard layout.

You have a non-English keyboard enabled. Shift the keyboard layout.
