Quota management on folders

Is is possible to have quotas on individual folders ie: to
limit the size that folders can grow too. Is there any 3rd
party tools that can acheive this.

Windows does quota management per volume. I don't know if there are 3rd
parties that do per folder, though there are probably ways to circumvent per
folder quotas (depending on how the apps for that work).
