Well im using an Antec true blue 480W psu and its whisper quiet, it uses a
120mm fan.
If you want low noise levels then look for psu`s with 120mm fans or i think
there are some even larger now.
Your choice of psu will depend on your system so i can`t recommend a
particular model as you have`nt posted any details.!!!!

My Antec SmartPower 400w is virtually silent.

Seasonic S12 500w or 600w. Has one 120mm fan and mine only runs at
750rpm - it changes depending on temps. This PSU is rated as one of the
quietest you can get for a PSU that uses a fan. It's a very good quality
PSU too.
