What is this? If I opt to display the Office Shortcut Bar, can I put
frequently used files in here to access more easily? If yes, where is the
folder for this?

Have you tried dragging the files from the Windows Explorer window
onto the toolbar?

Quickshelf is the toolbar for the MS Bookshelf program - a collection of
reference books on a CD (encyclopedia, dictionary, thesaurus, etc.). If
I remember correctly (it's been years since I've used the program), it
can be turned on/off via the settings page for the Bookshelf program.
There may be a shortcut in your Startup folder that needs to be deleted
too.

I have never used the Office Shortcut Bar so can't help you there.
