How can we get a server recovered, AD not necessary on it now.

With so little information given, it's impossible to hazard a guess. Try
again?

Right:

We have a Windows 2000 Server that experienced a power outage, and left us
unable to logon to it, except in Safe Mode(s). We have exhausted remedies
we could find in the knowledge base, e.g. NetBIOS buffers, SID dup removals,
console repairs, and so on. We are now left with a system which tells us
the SAM/Directory Services are fubar and reboots as soon as that msg is
acknowledged.

Our original intentions were to bring the server up in a minimal capacity to
backup objects missed last time, and move forward. We are now in the
process of a reinstall, however want to make sure a more reliable set of
alternatives in set forth in our continuity and mitigation documents; in a
manner in which unidoctrinated could as easily as possible return a system
to a stable state, assuming the PDC(s) are operational.

Well, getting a decent managed UPS would be a very good start, as would
having more than one domain controller, and reliable nightly backups that
include system state.
