Hello All:

New to group policy and I thought it seemed rather straight forward but I
cannot get a policy to work. I'm trying to get Internet Explorer
customization to run ...forcing it to open to a specific home page and it
will not work. I've tried it site level and dc level and it will not open to
the page I have configured. I've checked to see that it is enabled and
applied to a specific test user. One thing I've noticed is that the applied
button is not available....apparently I'm doing someting wrong.

Any help appreciated.....thanks in advance.

I assume that you took all the steps that are necessary to have a client
computer running in the domain - and that DNS works well between
client and your server (domain controller).

How did you assign your policy? You put the test user into a OU
(organizational unit) and linked the policy to that OU, right? You also
need to check that you assign a User Configuration policy to the user's
OU - not a Computer Configuration policy.

I'm doing this in a test environment so it's a pretty simple structure. 1
single domain and I added the user to the default domain policy and try to
configure the hompage to be set to a specific URL....doesn't work. This was
all done in the default domain policy which I then enabled.. Is this the
right way to accomplish this?

What do you mean by "I added the user to the default domain policy"? The
easiest thing would be: create a OU, put the users into that OU and
link/create your (user-config-)policy at this OU. DNS is working well in
your test lab?

Note: Altering the Default Domain Policy is quite risky if you mess
something up. I'd recommend that you either create your own policy at
domain level or organize your users and computers in a way that enables
you to work with OU-based policies.
