I fooled around with my quick-launch toolbar... closed it then re-opened it...
....and discovered that the Icons were arranged automatically by Name.
....as I suspect is the case on your system... ???
First, try closing the toolbar... rebooting... and then re-opening it... rearrange it a bit and reboot again... Does it remember your changes?
If that doesn't work, then try this
..... and This is just a hunch ... (as I've never had this problem (before.... until now
).
If
1) Your explorer "Folder Options" are set to use the same "view" for all folders, and
2) you use "Icon view" and
3) you have "Auto Arrange" option set,
then
1) change your folder options to "Remember each folder's view settings"
To do this, open windows explorer, select: Tools>Folder Options>View (tab) and scroll down the list to activate the "Remember each folder's..." check-box option.
Click on {Apply} and then {OK}
2) Next, open your "Quick Launch" folder, located in the following directory:
C:\Documents and Settings\ (folder for your user name) \Application Data\Microsoft\Internet Explorer\Quick Launch
(Alternatively, you can right click on an empty spot on the Quick-Launch toolbar and select: "Open Folder")
3) Right click on an empty space within the folder and select: Arrange Icons...
....if you see a "check-mark" next to "Auto Arrange", then clear the check-mark.
....If the view is Icons... change it to "Details"... (probably not necessary... but do it anyway)
Close the folder.
4) Rearrange a few Icons on your Quick-Launch bar and restart the computer... and keep your fingers crossed
Like I said, It's only a hunch... but seems worth trying...
Let me know if it works or not... I'm very curious...

"Modify %SystemRoot%\system32\config.nt to add the files= statement. config.nt configured the command.com environment, not cmd.exe, so use that to launch your app after you've made the change.
