Cut and paste everything between the lines below, paste it into
note pad. Save the file as qlfix.reg and save it to the desktop.
Make sure you change the drop down box next to save as type: to all
files. Once saved double click on the file to merge it into the
registry. Reboot. After you reboot if the quick lanch is off then
turn it back on then it will save. Begin cut below this line

I have two antispyware applications: Spybot-Search and
SuperAntispyware. Besides Nod32 and ZoneAlarm have their
antispyware parts too. All of them were updated. I applied all of
them just before I write this note. Nothing was found and nothing
changed. The folder mentioned by Jose do exist for all users. I've
even tried to rename it and open new one with its name but it did
not help. After reboot there is no check near Quick Launch in
Taskbar tab of Start, Properties that was there before restart. I
tried the Safe Mode and the problems are there too. Gerry
Yes, I knew about all of that you wrote and checked all, but it
did not solve my problems.

The Quick Launch tray is part of the Taskbar not a Toolbar.
Have you done the basics right?
Select Start, right click and select Properties, and Taskbar tab.
Uncheck Lock the Taskbar, check Show Quick Launch, and recheck
Lock the Taskbar. Click on Apply and OK. Restart the computer.
The Apply button often gets overlooked.
Hopes that sorts your first problem. The Windows+E failure may
need some research.
